CEL running to rich (bank 1)

Ok i wasnt to sure where to put this at. Relocate if must. My problem is i am running to rich. I recently replaced the 02 sensor closest to engine, to try and fix the problem. The cel doesnt always stay on but when it comes on. My gas mileage goes way down. I have the apexi turbo timer. I didnt wire it myself. It comes on and off because the wiring was done stupid. Could this be the problem? On another note. The old o2 sensor that was in it. Worked a little. It would make the cel come on and off. Sometimes it would be no activity or running to rich. did you replace the o2 sensor after the cat too?
also it could be your map(f) sensor

No i didnt replace that one. It didnt make any codes. And the map(f)? Ill look into that. Any other ideas?

its got a cat. two sensors on the cat.
