anyone know what would cause the ecu to keep the rpms under 3500 until it warms up?

p1607 PCM Internal Circuit failure
Does that mean a new ECU is in order here folks?

p0420, 2nd o2 voltage signal switching rapidly like the upstream o2 indicating Cat is bad, but we did a 5 gas analyzer test and HC and CO were low and with in spec NOX a/f ratio of 14.9:1. Could that mean that the cat is actually bad or could the problem be some kind of exhaust leak.

ive got a 2000 gs ecu if you want to try out a known good ecu

sounds good, after a lil research on other forums I really believe its the ECU.
