You have tons of info on the guy. get a plate # if its not on the report. Call your insurance and have them do a plate check. That will give you the other guys insurance info if he/she has it. (this can be a couple week process, cities take thier time usually)
as far as sueing im not 100% positive on that part, but If the car is registered to the girl, thats the liab party. but you can also go for the driver since really thats who caused the dmg.
