Pull the head off, remove the oil control jet in the block as the vtec head has it incorporated inside, slap the vtec head on with a y5/z1 timing belt and y5/7/8 cam gear

Nope. He would be better off doing a D16Z6 IM/TB, D16A6 cam, CAI/good 4-1 header/nice 2" or 2.25" exhaust, tune.
