Throw the whole car away. Once the gas tank goes, the whole car is bad as well.

If you have to ask how to remove the black tar...take it to someone who has welded a gas tank before.
Ill do it for $100

I just want to do it myself, I can get another gas tank for 40 bucks and I am sure noone will weld it cheaper than that.

Then starting scraping it off and fill the tank with a non flammable liquid. If you can put a piece of copper or aluminum on the inside of the hole before you weld it.

I cant really put anything behind it, It just needs a small tac weld. Idk if I want to weld it with the 1/8 gallon of gas thats in it plus fumes tho lol.

Why are you that worried about pouring out 1/8 a gallon of gas? Leave it in there and try it...

If you can get a new one for $40, then buy a new one. Quit being a cheapass. $40 for new, or ghetto welds...? Come on dude.
