neither will totaly withstand the daily Pheonix highway debrees. they both last the same. One good thing about plastic, is that you can restore them over and over unlike glass.

one thing i like about the glass is it stays shiny where as plastic would have a clear coat that will fade

I just use plastic polish on my headlights every once in a while and that keeps them looking Fresh.

one nice thing about oems is that mine got fucked on the freeway (along with the rest of the front end) when a semi blew a tire out in front of me, so I went to Certi-Fit and got NEW GLASS ones for like $30. Those JDM's ain't gonna be cheap! I look at it like that though, because I like to drive me car, and it's on freeway/highway A LOT so I just know and accept the fact that it's going to get messy up front. Why spend more money than I have to? Also, I am poor and broke, so my opinion may be SLIGHTLY biased. :)
