rear hatch spacer

so im trying to fix the spacer between the bumper and hatch. i need to take it off and all the bolts apear to be off but the damn thing wont give in the middle! what am i not doing?

there are two bolts that you have to get from under neath. ow many bolts dod you take out total?

4 the ones on the side. and all the bumper ones but 1

there are 2 nuts that go in from the bottom right on top of the license plate
