I just put on my NRG last weekend. Fairly simple. I followed this thread from honda-tech: http://honda-tech.com/zerothread?id=851733

That whole part you're asking about I unplugged from under the dash and pulled the whole harness and wiring up and out. I had to cut a blue strap that held in the plug under the dash. Kinda hard to get to, but once the plug was free, just pulled on through and out.

The thing you are holding is called the Clock Spring, and is used to transmit eclectrical signals and inputs from you the driver, to either the Horn relay, Audio sys, and the Cruise control system. When installing your aaftermarket Steering wheel, it is most likely that you are not going to retain the use of the OEM SRS system anyway. unplug the flat Yellow or white SRS connector and install your NRG short Hub.

the Clock spring is not needed if installing an aftermarket Steering Wheel.
