If I let dedspool tune my integraon 70psi will I be able to pull 8s at speedworld?

Cars with aftermarket turbo kits have a hard time passing emisions. The main reason is that the cat needs heat to function properly, and the turbo soaks up a lot of the exhaust heat. Anything is possible though, maybe you should address this question to a tuner like Joe at Locash. You asked about changing out the ECU and injectors, you are gonna need to run larger injectors and a reprogrammed ECU with boost compensation or a standalone aftermarket ECU or piggyback box. The days of a HP fuel pump and a boost dependent FMU are long gone. It worked, but it was a little crude.

i would say as long as you stay as close to the stoichiometric ratio (~14.7:1) as possible then ou shouldnt have a too hard of a time passing

Proper stoichiometric ratio is always important but doesn't mean the car will pass emissions. Pre-emissions cars had proper air/fuel ratio, but couldn't pass emissions. I think that even if the car passes the tailpipe test required of your '94 Integra, it must still pass the visual test. Anything not stock could fail the car. If you want to pass legit, and run the car on the street in that configuration, then that is one goal. If you want to just pass the test, then switch the car to back to another setup, then that is another goal. There are obviously ways to "cheat" the system, it just depends on your goal. Some people take pride in getting their high performance setup to pass emissions. Other people take pride in getting the car through by another means. My GSR swapped del sol failed emissions when it was N/A and had cam sprockets with 5 degrees of overlap, yet passed on 10 PSI of supercharged boost with the sprockets at 0/0. My brothers ZC swapped '87 CR-X passed w/o a cat! The inspector didn't even look because the tailpipe numbers were so good. It is part science, part inspector, and part luck.

If you live in or near Phoenix or Tucson, you have to have an emissions inspection. Each city has a different test, Phoenix is more stringent, because it has more pollution. Pre-OBD II (1995 and older) cars get the chassis dynamometer and exhaust sniffer test. Excessive amounts of specific gaseous or particulate compounds will fail a pre-OBD II car. OBD II cars (1996 and newer) get the ECU diagnostic check. Any check engine code will fail an ODB II car. There is desire within the current state executive branch to expand the emissions testing to other areas of the state. ..... "Dream of Californication".

jason.az1: I have five 16" x 7.5" 4x100mm wheels for sale. They are OZ Racing/MSW 55C. They are from the 90's and were factory issue on the Lotus Esprit V8 Twin-Turbo. They were also a popular aftermarket wheel for Porsche Carreras and other European cars, although I've seen them on Supras and Mustangs. I have never seen them on another Honda, but I did see them once on a Nissan 200SX. Here are some pictures I found on the internet. $250 for all five.

yeah sorry this is what i ment
i would be boosting a 94 ls engine simple set-up
but it will have a circuited(chiped) ECU and with larger injectors etc..

so once i take it to get emissions would i need to return it back to stock ECU/injectors
so take out the chip ECU buy a stock LS ECU and throw it into my car to take the test then go home and put the chip ECU back in
