camber kit +/-

if a camber kit says its for 0 to 3+ degrees... does that mean it will increase the camber up to 3 degrees positive? if so, will it still work on my car which has a camber of probably -2 degrees and be able to push it to 0 degrees total? i need to know ASAP so i can purchase upper A arms

If the kit says 0-3 degrees that means you can make your car go from -2 degrees to +1 degrees (assuming it's currently -2 degrees now).
