Timing Question

Alright over the weekend me and my old man installed a new timing belt & water pump in my 00 Si, the car has a B18c1 and heres my question,

As far as the red and white marks go im lost as to where a stock B18c1 needs to be timed at? we put it all back together but it seems to be running like ass- absolutly zero power throughtout the whole powerband (boggy and unresponsive)
My only guess is that the timing is way off But im not sure where it was at before we took it apart :idiot:

anyone have a comprehensive guide or just plain no what the fuck there talking about to maybe help me out some?

hmm is the ignitino advanced 16 degrees at 800rpm?

and you made sure when aligning the cams u used lined up the marks at 3 and 9 o clock up with the deck of the head, not pointing straight up yes?

All with the WHITE LINE lined up with the timing has on the t-belt cover.
