It's a system made to control the amount of fuel that is released into the atmosphere through evaporation.

oh because on my 94 integra the tech said i need the evap sysem hook up to pass emission

you do. i mean, it depends on how closely the emissions tech looks, but for the sake of making this simple, and saving our air a little bit, hook it up.
