paint/powdercoat question

1. i want to paint my wheels kind of like the picture below they are spring hart cps with the stripe on the inside rim... is that a vinyl strip or is that actually paint, and 2. can you powder coat two colors on one wheel? because i would imagine curing it the second time might peel the already cured first color?
pretty much just want to know what the best way to go about this would be...

yes you can powdercoat the rim twice,

and they are new weapons. just buy the wheels. they are fs on here

if i had the cash but i kind of want like some fucked up colors and i wouldn't desicrate the sprints like that
