can someone explain what it the soft/hard adjustment on a blow off valve and what does it actually do?

Variable levels for releasing pressure. If it's too loose it's inefficient and you will have boost leak. Too tight and it won't open and you'll have compressor surge. You just need a setting in the middle, but the best way is to adust it until you find a point where it opens and no surge occurs.
