reving problem

i just bought a 02 civic ex coupe and when i drive it, it acts like it has a rev limiter at 4500 rpms, does anyone know what is causing that, and also all my dash lights are on ie:check engine service engine all those lights. Just bought it for 500 bucks nice car needs a little a love, any help would be nice. Thanks guys
