Code P0427.. Ever seen it?

My mom's kia needs emissions soon and she's had a cel for awhile. Today I just replaced the upper cat (firestone said she needed one) and both o2 sensors. The cel is still on so i took it to autozone.

Their scanner read P0427.
Here is the description:
The PCM has determined that the voltage signal from the catalyst temperature sensor for bank 1 is too low for the current engine operating conditions. (Bank 1 identifies the location of cylinder #1. While bank 2 identifies the cylinders on the opposite bank).

I don't see any sensors around either cat other than the 2 oxygen sensors.
Anyone ever come across this?
