Well you could always cut the rest of the stud off. Then drill it out the part that's still in the flange and use a nut and bolt afterwards. Just a suggestion.

grab the studs with vise grips, turn them out, find new studs.

haha ya tried that and it didnt work.

drill a hole through the stud, or grind a slot in it, then insert a nail/screw/screwdriver and try to torque them out

i have nothing to drill the hole with.

a good set of vise grips and and some heat should take them out. got a torch?

A small pipe wrench will also dig in tight if you wanna loosen bolt. Use some penetrating lube first. Or use suggestions above and drill it out. A cheap black and decker corded drill is no more than $15.
