I'm think if you go just like that and you don't have a cel they have to pass it cuz its not your flat their computer can't read your ecu.. That's what I'm going to do with my 99 prelude and one my buddy's that works at emissions pointed me in this direction..

I have the same problem with my 01 accord NO cel's.obd2 to obd1 harness and chipped p28 with the cel's they turn on and off like they should but since the emissions place get a "no communincation" error they will not let me pass. onlt thing you can do is fix your cel issue and use the factory ecu be sure to go thru the drive cycles to. the people who do manage to pass only pass by luck. or reg your car in a town that has no emissions.

You do know they hook up the OBD2 reader to your car if it is OBD2 equipped right? If the computer does not communicate with thier computer you will not pass. They also check the CEL with the ignition on and off and also with the car running.

OBD1 has to be done with the sniffer as I used to have a 95 GSR. I just went with my newer car and they hooked up to the OBD port as it is a 2003 and the Wife's car a 2007.

Cel light wont matter how you described it as it is looking for communication and for it to have no active problems while running. To answer the first response that was given to you, yes it is your problem if thier computer cant read your vehicle. You are responsible for your own vehicle. Only way to go around this is do as Tuned Out Tom has stated above.
