Most likely. Pretty sure i figured it out last night anyway

So red goes to pin a15(obd2a) or in my case a20 (obd1 rywire harness ends, my obd2a adapter will carry it to the appropriate a20 when I run my jumper and obd2a ecu)

black runs to a capped connector block, which runs to driver side shock tower. ending up at under dash fuse 24 (in a 96 civic cx). So I wired from that shock tower plug to the evap and red to ecu pin (rywire harness eliminates the capped connector block
