Yes it will pass tech. Since the battery is in the front of the car a sealed box isn't necessary.

Sorry it will not fit 88-91 Civics.

This will pass NASA hpde and race group tech. The mounting hardware is equivalent (if not better) than OEM. The rules do not prohibit relocation position of any sort. They only require the battery to remain secured in its position without moving in the event of a spin or rollover AND have a non conductive cover over the positive terminal. [NASA CCRs, section 18.8, page 78]

Not applicable to this kit, but the CCRs go on to say that gel cells need to have a sealed marine type case if mounted inside the driver's compartment.
