My Bro's B16 swap ugh..

What's up newbies and oldies! I haven't been on in a while I got into gm trucks but i still love hondas. my brother grew up watching me working on them and well now he has one. We installed a obd0 B16 with B16 cable trans in his 2000 Civic DX. We used a Y8 harness and we are running it with a chipped p28. We're having a issue though i need your help azht. Car sounds like it's misfiring and it accelerates but then it hits like a rev limiter early. I can't tell you exactly at what RPM because he has the DX cluster with no RPM. It sounds like it's in limp mode but when we run it with the y7 ECU it accelerates great, other than the fact its looking for the 3 wire iacv. We also tried a 2000 Civic SI ECU and it acts the same way.
2000 civic DX with B16 and b16 cable trans.
Speedo ain't connected yet
Battery light on which is odd cause it shows that it's charging and the car won't shut off if I disconnect the battery.
I wired 2 different obd2a dizzys to it and still the same.

I had a position sensor go bad in my dizzy on my accord and it would act like it was hitting a rev limiter at 4000 rpms because the ecu wasn't sure where the motor was. Is there a cel?

I should have looked at the date before I replied. Is hzht dead now? I was on here many years ago and people liked to talk a lot of shit. maybe that's why.
